PROCEDURE

POLICY NOTE:

To ensure the most effective use of resources in seeking private support for the University and to protect donor's interests, fund raising efforts on behalf of the University must be coordinated through one of the recognized University foundations.

What to Solicit?

Solicit gifts only for programs, positions and purposes consistent with the University's mission. The University and the Foundations do NOT solicit or accept:
a) Gifts which obligate them to break the law or other University policies.
b) Gifts which limit, beyond a general description of the subject area, the research or work of a faculty member or student.
c) Gifts which inhibit them from seeking gifts from other donors, be they similar or different, foreign or domestic.
d) Gifts that expose the University to potential environmental liability.
e) Real estate subject to debt exceeding 50% of its value.
Donative intent must be the primary motive for gift giving, that is, the intention to give something of value for the betterment of the University.

Fund-Raising

It is important to coordinate fund-raising activities with the appropriate foundation or college development officer, to avoid duplication of effort, over-solicitation, and conflict with IRS regulations or University policy. Each recognized foundation and college development program provides assistance to fund-raisers. See the Contacts section of this policy for foundation phone numbers. See the University of Minnesota Staff Directory for the phone numbers of the various college development programs. The Appendixsection of this policy contains a list of college development programs.

For fund-raising efforts contact the appropriate foundation OR college development officer.

Organizing a Fund-raising Event

Before organizing a fund-raising event:

  1. Identify the type of event, targeted audience and expected income.
  2. Call the appropriate foundation or college development officer.

    The foundation or college officer will notify you of any conflicts, duplication of effort or possible over-solicitation. The officer will provide you with information on IRS regulations, sales tax and accounting for the event and suggestions on how to derive the maximum benefit for your department, the University and the donor participants. Retain all documentation (receipts, invoices etc.), complete the gift transmittal form and send the proceeds to the appropriate foundation.
