PROCEDURE

This procedure covers distributing publications via : Distribution by Handout
  1. Publications that are not for sale. In academic campus buildings, handout distribution is restricted to foyer and lobby areas. Distributing published materials in stairways, classrooms, offices, hallways, doorways, ramps, elevators, or escalators is prohibited. In nonacademic buildings owned and maintained by the University (athletic facilities, Ted Mann Concert Hall, Northrop Memorial Auditorium, student unions, etc.), including all University parking areas, parking ramps, and surface lots, handout distribution is prohibited except with permission from Facilities Management or unit director. A list of academic building managers and unit directors will be available in the offices of the Vice President for University Services, Facilities Management, and Student Activities Office.
  2. Outside academic and nonacademic buildings, distribution-free zones are established to maintain building ingress and egress. Material may not be distributed within a 25’ x 20’ envelope immediately outside building entrances.
  3. No person distributing handouts on campus shall:
    1. coerce others by demands, threats, or other means to accept publications;
    2. interfere with or impede the normal flow of either automobile or pedestrian traffic on campus;
    3. create a safety hazard;
    4. interfere with or disrupt any other lawful activity of any other person(s)
  4. Publications that are for sale. Distribution is governed by the Board of Regents Policy: Business Enterprises at the University
Distribution From Bins or Racks
  1. Publications that are not for sale. In academic buildings, publications may be distributed from bins or racks only in areas approved and designated by the University's Facilities Management. Any person wishing to distribute publications in a bin or rack must contact the Real Estate office at 612.626.3445. The Real Estate Office will initiate a lease governing the use of the distribution bin/rack and then assign space in the designated areas in the following priority:

    (1) publications published by or for the University or its programs,
    (2) publications by a registered student organization, including The Minnesota Daily,
    (3) all other publications on a first-come, first-served basis.

    In nonacademic buildings and parking areas, the distribution of publications is prohibited except with permission from facilities management or the unit director. A list of academic and nonacademic buildings, including the names of building managers and unit directors, will be available in the offices of the vice president for University Services, Facilities Management, and Student Activities Office.

  2. The distributor of the publications is responsible for the removal of publications outdated by reason of their status as a monthly, weekly, or daily publication. Failure to remove outdated material, determined by the next date of publication or date of event, on a regular basis may result in billing for removal costs and/or loss of distribution privileges.
  3. Publications that are for sale. Distribution is governed by the Board of Regents Policy: Business Enterprises at the University.
Distribution of Information by Indoor Posting
  1. In academic buildings, publications may be posted on bulletin boards expressly provided for public use. In nonacademic buildings and parking areas, distribution by posting is prohibited except with permission from Facilities Management or the unit director. A list of public bulletin boards in academic and nonacademic buildings, including the names of building managers and unit directors, will be available in the offices of the Vice President for University Services, Facilities Management, and Student Activities Office.
  2. The distributor of the publications is responsible for the removal of publications outdated by reason of their status as a monthly, weekly, or daily publication. Failure to remove outdated material, determined by the next date of publication or date of event, on a regular basis may result in billing for removal costs and/or loss of distribution privileges.

Distribution of Information by Outdoor Posting
  1. Posting outdoors is limited to kiosks or other areas designated for posting. A list of kiosks and posting areas will be available in the offices of the Vice President for University Services, Facilities Management, and Student Activities Office.
  2. Posters, flyers, and signs for outdoor posting will be no larger that 14 inches by 22 inches. For outdoor signs larger than 14inches by 22 inches, see Administrative Procedure: Installing Banners.
  3. Publications, including posters, flyers, and signs, must be posted in a way that makes them easy to remove and does not cause damage to or deface the surfaces to which they are attached. Materials may not be posted with paste, glue, adhesive backing, or other similar means. The use of staples and tape is permissible, where usage does not cause damage. Violators may be billed for the costs of clean-up or repairs resulting from inappropriate posting or use of adhesives; violators may lose future distribution privileges. Postings will be limited to one item per event, per kiosk side; violators may lose future distribution privileges.
  4. Posters will be removed on the second and fourth Wednesdays of every month.
Distribution of Information by Chalking

Chalking on campus is limited to recognized student groups, University of Minnesota departments, faculty members, staff members and any registered U of M student. Chalking must comply with the following procedures:

  1. Chalking must take place on concrete sidewalks, not on buildings, steps or other University-owned property. Chalking is prohibited on all vertical surfaces, buildings, walls, benches, picnic tables, signs, poles, newsstands, columns, bus stops, mailboxes, light poles and trees.
  2. The chalking must be on a horizontal surface not covered by an overhang. Chalking must be done in open areas that can be directly washed by rain.
  3. Chalking may be placed for a maximum of 10 days.
  4. The material used to mark the walk must be water-soluble chalk (sidewalk chalk). The use of markers, paints, oil-based products, or spray chalk is prohibited.
  5. Chalking must contain the name or be signed by the name of the organization sponsoring it.
  6. Chalking cannot interfere with another message that has already been chalked.

Facilities Management reserves the right to clean and remove any chalking, which does not comply with this policy.
